Scott Lehr
Chairman
Lifelong resident of area, growing up in Laureldale, and living in Muhlenberg Township Graduate of Muhlenberg School District and Penn State University (Business Administration) Married, three adult children, and one grandchild Over 30 years of manufacturing and business leadership experience in foundry, food and beverage, and industrial chemical/nutraceutical industries. Public Service: has served on MTA Board since September, 2018, Chairman since 2022.
James Kelly
Vice-Chairman
Born and raised in Reading Pa., Jim has been a resident of Muhlenberg Township for 26 yrs. He brings a vast knowledge of the water and waste water field to the MTA. Jim has been a licensed plumber since 1992. He moved to working in the water utility field in 1995 with Citizens Utilities. Shortly after they were purchased by Pennsylvania American Water, he became a supervisor in 2006 for the Coatesville collection system. He gradually was given more responsibility and in 2015 he was promoted to Senior Supervisor taking over the leadership role of the water distribution system, water plant, sewer collection system and sewer plant in Coatesville. His 34yrs of experience in the water field should prove very helpful to the MTA.
Outside of work Jim has been a Board member of Muhlenberg’s Parks & Rec since 2013. He enjoys watching sports, reading, working with models, and spending time with his family.
Walt LaSota

Muhlenberg Township Commissioner (Appointed for the Year 2024). Liaison to the Muhlenberg Township Police Department. Muhlenberg Township Planning Commission Chairperson for 40+ Years. Continuing as a Member. Retired from Met-Ed/A FirstEnergy Company as Director of Operations after 37 years of service. Bachelor’s Degree in Electrical Engineering. Licensed Professional Electrical Engineer in the Commonwealth of Pennsylvania. Chairperson of the Holy Guardian Angels Parish Finance Council. Township Resident for 44 Years. Married to Maryellen (Kenney) for 44 Years. Three Adult Daughters. And Six Grandchildren.
Richard Hoffmaster
Treasurer
I live in Muhlenberg Township for 30 years, I have a daughter (Stacy), son (Matt) and 4 grandchildren. I have 21 years’ experience working for Muhlenberg Township Authority as a laborer retiring in 2021. I have served 28 years on the Reading\Muhlenberg Career and Technology board and served at board Treasurer. I am former President of the MTAA organization which serve the youth of the township through participation in athletic opportunities. I am a very civic and community minded and I care about moving Muhlenberg Township Authority forward.
Steve Wolfinger
Board Member
Steve was born and raised in Muhlenberg. He graduated from Muhlenberg High and Penn State where he majored in Political Science and minored in Law Enforcement & Corrections. Steve worked 34 years for the Berks County Courts as a probation officer, retiring in 2009. Steve was past president of the boards of Abilities In Motion, where he was a member for 18 years and Earthrise Enterprises, where he was co-founder. Steve was just re-elected for a third term as Muhlenberg Township Commissioner. Steve is married to Mary Wolfinger, has a son and two beautiful grandchildren.

Tim Feltenberger
General Manager
Tim was born and raised in Muhlenberg Township and graduated from Muhlenberg High School. He went on to further his education at Lincoln Technical Institute for Computer Technology and then Lehigh\Carbon Community College for Heavy Equipment Operator I & II. He has worked in the excavating field for 20 years and has been working for the Muhlenberg Authority for 10 yrs. His career with MTA started as a laborer, moving into the Operations Manager and in July 2023 assuming the position of General Manager. Tim is a DEP licensed Water and Wastewater operator along with HAZWOPR and MSHA.
In his free time, he is an active member at Middle Creek Search and Rescue on the K9 Team with his K9 partner Skylar Morgan. He is certified in trailing, grid and search techniques, CPR\First aid for pets, NIMS 100\200\700\800 and a licensed HAM radio operator. He is currently taking college courses to become a certified K9 trainer. When not doing SAR work and training, he enjoys spending time with his wife, Stacy, and 3 other dogs, listening to music and playing banjo.
